Adakah Pulau Mutiara akan jadi Singapura dalam Malaysia

Guan Eng spat: Umno on Chinese-bashing, Malay-splitting binge

Wong Choon Mei, Malaysia Chronicle

A storm that began in Penang after a state official publicly called Chief Minister Lim Guan Eng 'biadap' or rude has swept across the country, riling up the Chinese who see it as the latest Umno move to humiliate their community for the sake of trying to appear as heroes to the Malays.

Not only did the official, Nik Ali Mat Yunus, rush to defend himself at an Umno-organized press conference, the Chief Secretary to the Government Mohd Sidek Hassan has also stood by him and further attacked Guan Eng.

“This is clearly unacceptable. Umno is playing the racial card and it is dangerous. Pakatan Rakyat and PAS look at the issue from a professional basis that an officer is subject to the state administrators of the day and their policies,” Penang PAS deputy commissioner Mujahid Yusof Rawa told Malaysia Chronicle.

“Nik Ali cannot go against his superiors in the state hierarchy as that will jeopardize the entire system of the Penang administration, not just the Pakatan coalition if that is his and Umno's target. We advise all civil servants not to be exploited by Umno, BN and those with vested interests. If Nik Ali is interested in politics, then he should resign and be a politician.”

Chinese bashing, Malay disunity increases

Indeed, racial tensions never far from the surface in multi-ethnic Malaysia despite five decades of nation-building, have risen of late.

In particular, the Chinese are upset by ultra-Malay rhetoric from Umno-backed groups like Perkasa and pin the blame squarely on Prime Minister Najib Razak’s weak leadership. Few in community to look to the MCA as a sanctuary and shield, instead believing the party would sell them out to Umno even faster.

In the past week, not only has Umno been targeting the Chinese through Guan Eng, who is regarded as a hero to many young professionals, the Malay nationalist party is also busy attacking the Islamist-based PAS.

Under the guise of ‘unity’ talks, the Umno-controlled mainstream press has gone on an all-out blitz to malign PAS leaders. Their attempts to misreport were so blatant that even Umno Youth Chief Khairy Jamaluddin slammed them for making the party appear “so desperate”.

“This is the irony of it all. Umno says they want to unite the Malays but they are actually dividing their own community even further. What is their real purpose – to discredit PAS and pull more Malays over to their side. But this will only create more ill-feeling amongst the Malays towards each other,” PKR strategic director Tian Chua told Malaysia Chronicle.

“But Umno doesn’t care, they are only interested in votes for the purpose of staying power at all costs. They don’t mind splitting the Malays into PAS camp and Umno camp as long as more switch over to Umno camp because Umno will save them from the Chinese. As for the Chinese, Umno knows it has already lost their trust. So it will continue to bully, humiliate and insult the symbols of the community.”

Cabinet decision

At Wednesday’s Cabinet meeting, BN ministers were unhappy with Guan Eng for criticizing Nik Ali, according to Mohd Sidek, who is also the Cabinet Secretary.

He urged the Penang Chief Minister to follow “correct procedure” by channeling complaints on issues to relevant departments or agencies.

Guan Eng had slammed Nik Ali for trying to stir up accusations of illegal sand mining in Balik Pulau, the demolition of arches at the Penang Botanical Garden and for discourtesy by intentionally refusing to provide a seat for him as the Penang Chief Minister during the recent launch of the Penang Hill Railway.

“These three issues, for which Nik Ali was blamed by the Penang Chief Minister, were not under the jurisdiction of the officer as the State Development Officer,” Mohd Sidek said in a brief statement issued after the Cabinet meeting.

Guan Eng takes on the Chief Secretary

KUALA LUMPUR, July 22 — Penang Chief Minister Lim Guan Eng accused Chief Secretary to the Government, Tan Sri Mohd Sidek Hassan, today of preferring to defend his “little Napoleons” instead of upholding the integrity of the civil service.

Lim mocked the country’s top civil servant for speaking up for Penang State Development Officer (SDO) Nik Ali Mat Yunus, and challenged Mohd Sidek to admit if he planned on ending his career protecting “little Napoleons like Nik Ali”.

“Is the Chief Secretary going to end his career in a year’s time by defending these little Napoleons? Or will he defend the civil service, as a professional public administrative body?” he told a press conference in Penang this afternoon.

The DAP secretary-general claimed that the state had “suffered in silence” for the past two years with Nik Ali’s uncooperative ways and would continue to do so.

“Since the Chief Secretary does not want to replace him, then the status quo is maintained,” he said.

He claimed he had attempted to meet with Mohd Sidek a few months ago to discuss Nik Ali’s behaviour but the meeting had been cancelled.

“I tried but I failed. A few months back, an appointment was made but he cancelled it at the last minute even though I was in Kuala Lumpur.

“No new date was fixed,” he said.

Lim expressed disappointment at Mohd Sidek’s apparent readiness to support Nik Ali’s use of words like “biadap” (insolent) and “dayus” (coward) on a chief minister.

The spat between Nik Ali and Lim originated from Pulau Betong assemblyman Muhamad Farid Saad’s claims last week that illegal sand excavation was taking place at a plot in Kampung Kenanga, which had been earmarked for a government polytechnic.

Lim had responded to the allegation by saying that the state would not be able to probe the matter as Nik Ali had not been cooperative.

The accusation escalated into a verbal war between Nik Ali and Lim with the federal officer retaliating by calling Lim “insolent, uncivilised and a coward” during an Umno function.

Since then, other leaders including DAP adviser Lim Kit Siang, and Mohd Sidek himself, have joined the fray, turning the spat into an all out battle between the civil service and the DAP.

Mohd Sidek has so far accused Lim of being “excessive” in his remarks and has given his assurance that Nik Ali would not be reprimanded for criticising a chief minister.

Lim today also censured the Chief Secretary for supporting Nik Ali’s act of involving himself in politics, stressing that as a civil servant, the federal officer should perform his duties impartially.

In a press conference today however, Mohd Sidek said there had been nothing wrong with Nik Ali’s attendance of an Umno function and claimed that the latter had attended the event as a government officer.

“I am disappointed that the Chief Secretary is supporting Nik Ali’s act of involving himself in politics when he held a press conference with an Umno assemblyman just to threaten a chief minister elected by the people,” Lim said.

The Chief Minister said Mohd Sidek should focus on the real problem at hand, which was how the ‘little Napoleon Nik Ali’ had refused to respect the principles of accountability by answering queries on the Penang Botanical Garden, the illegal sand excavation at the Balik Pulau polytechnic and how federal projects were being carried out without approval from the local councils.

In a statement yesterday, Mohd Sidek rubbished Lim’s accusations by saying that the issues were not part of Nik Ali’s jurisdiction as the SDO.

He had also said the Chief Minister should follow the correct procedure by channelling complaints on the issues to the relevant government agency.

Kit Siang wants Cabinet to act against federal officer

KUALA LUMPUR, July 20 — DAP’s Lim Kit Siang today asked Datuk Seri Najib Razak to reprimand the federal government’s Penang state development officer, Nik Ali Mat Yunus, over his public criticism against the chief minister.

Kit Siang said today Nik Ali has failed to show his impartiality by calling Lim Guan Eng rude during a press conference by an Umno assemblyman.

“The Cabinet at their meeting tomorrow must censure the Penang state development officer of the federal government, Nik Ali Mat Yunus for crossing the line as a model civil servant,” said Kit Siang in a statement.

“In disregarding the vital distinctions between party and state, and hitting out at the Penang chief minister at a Penang Umno press conference, Nik Ali was acting as if he was an Umno operative, if not the Chief Umno Plenipotentiary in Penang, forgetting that he is first and foremost a civil servant albeit the top federal government officer in the state, who must fully co-operate with the state government for the welfare of the state and its people,” he added.

Barisan Nasional’s (BN) Pulau Betong assemblyman Muhamad Farid Saad had claimed last week that illegal sand excavation was taking place at a plot in Kampung Kenanga, which had been earmarked for a government polytechnic.

Guan Eng had responded that it would be difficult for the state to probe the matter as he had not received co-operation from the state development office headed by Nik Ali.

Yesterday, during another of Farid’s press conferences, Nik Ali said Guan Eng had no right to criticise him as he only reported to the federal government.

He also called Guan Eng rude, alleging that the DAP secretary-general had made several personal attacks against him.

“The federal state development officer should act as a bridge between the federal and state governments, particularly when they come from different political parties,” said Kit Siang.

He added that Nik Ali has failed to show respect to the Penangites who have voted in the current state administration.

“In showing disrespect for the Penang chief minister, Nik Ali is showing utter contempt for the democratic process, right and decision of the people of Penang to elect the government and chief minister of their choice,” said Kit Siang.

“(Nik) Ali’s contention that he is only accountable to his bosses in the federal government and to no one else harks back to an era where accountability, transparency and good governance are alien terms,” he added.
